Answer

In Harvard, if referring to general information (that is unlikely to change) on a web page, do I use the copyright date for the publication date?

Many websites do not display a publication date.  In these cases, use the letters n.d. (this stands for “no date”).  Do not use the copyright date as the date of publication.
